Twinnies, a restaurant, cafe or canteen at 49a Henshaw Street, Oldham was given the score after assessment on January 11, the Food Standards Agency's website shows.
It means that of Oldham's 322 restaurants, cafes and canteens with ratings, 215 (67%) have ratings of five and none have zero ratings.
